A North East Boy Beaten Mercilessly by a House Owner Police Cops Called for Help Joined House Owner in Beating Delhi Police Repeats the Delay and Deny of FIR Lodged by North Easterners.
New Delhi, April 29, 2008
On Saturday, the April 26, Delhi Police repeats the story of delay and deny of First Information Report (FIR) lodged by North Easterners. Police cops called for help joined landlord to beat up the innocent boy who happened visit his cousin sisters, living in a rented at House in Mahipalpur, South West Delhi.
According to the information reaching to North East Support Centre & Helpline, the incident happened when Mr. Romeo (name changed) who hails from Tangkhul community of Manipur, went to enquire vacant rented house in the colony where his cousin sisters are living.
When he leaving the house at around 9 PM, the house owner, who claimed to be police cop, without any reason started beating him mercilessly and forced his dog to attack on him. The helpless victim managed to call up the Police Helpline number for rescue but only to face the wrath of the police cops who joined the accused in beating up the boy.
The matter of the incident was reported at same night to Vasant Kunj police station under which, Mahipalpur falls under its jurisdiction. The victim and his friends persuaded the police duty officer in the same police station to register the case against the culprit but ignore their complaint.
After 50 hours of the incident, Vasant Kunj police registered the case, after North East Support Centre & Helpline questioned Mr. Rajendra Paul, Station House Officer (SHO), “Why delay and deny of FIR lodged by North Easterners,”.
Mr. Gideon Sadang, newly elected President of Naga Student Union, Delhi took the victim to Vasant Kunj police station at midnight around 12 on April 28, a case was registered against the accused for beating the innocent and forcing his dog to attack the victim under Prevention of Atrocity SC/ST 1995 Acts.
SHO Mr. Paul and Inspecting Officer Mr. Mahendra Lal have assured to take action against the culprit as per as the detail of complaint lodged. Until the filling of this report, no action against culprit has taken. NE Support Centre & Helpline is closely monitoring the case.
The sexual harassment to North East girls has come down in last few months while the sexual harassment to girl child has become another target in Delhi and NCR. The other form of harassment to North East community still continues.
No medication attention was given to the victim for 48 hours. Attack by dog could cause hazardous to the victim with possible rabie virus.
The greatest concern is about the attitude of Delhi police when they go to lodge FIR. In most of the cases, the FIR is denied or delay.
Denying and delaying to register FIR will advance to the offenders. The North Easterners looks definitely different from rest of the communities but they are citizen of this great country where law and justice should also prevail for them as well.
North East Support Centre & Helpline (www.nehelpline.net) is combined initiative of various human rights activists, social workers, students, journalists and lawyers seeking to prevent harassment and abuses meted out to women, North East People and tribal communities of different states.
